Facebook released it's comment plug-in so a webmaster would be able to use facebook integrated comment system. This new comment proved to be popular on many website, and to promote this facebook comment system, facebook made a "Top Commenter" badge to show it off to other people.

This "Top Commenter" is more like a decoration and doesn't have any functional use except the respect you get from the people who doesn't have this. So what do you need to get this badge thing?
Quality > Quantity
Quality is much better than quantity, this had been proven many time in the past. so what does this mean? It means that if you wanted to get "Top Commenter" you will need to post a good quality comment and a good quality comment will result in a lot of like which help you in the facebook algorithm.
Alternative Way : Likes, likes and likes
Facebook algorithm doesn't really care wether we get a likes after posting a hundred comments or get a likes after posting a comments. This means that if you post so many comments and get many likes facebook will still give you "Top Commenter" title. This is the tiring way and no one want to stay on the top because they are spammy person isn't?
